Overview
Box Hill and Box Hill Industrial are part of the North West Growth Area. The department worked closely with The Hills Shire Council, stakeholders and the community to take a coordinated approach to planning for new homes and essential infrastructure, to help meet local community needs.
The new community at Box Hill and Box Hill Industrial will benefit from up to 9,600 new homes and the delivery of local amenities close to transport options, including:
- a new town centre and three village centres
- 133 hectares of employment land
- upgrades to major roads
- new primary and high schools
- protection of significant vegetation
- improved connections to encourage walking and cycling.
The new neighbourhood will also help create local jobs for people living on the area. It is anticipated that there will be up to 16,000 new jobs once the area is fully developed.
Precinct plan
The plan was finalised in May 2013 and new planning controls were introduced to enable urban development.

Updates and changes
Changes have been made to the Box Hill and Box Hill Industrial Precinct Plan.
Land has been rezoned to relocate Mt Carmel Road. This will provide better access to Windsor Road and local shops, provide more open space and reduce the impact of road construction on the creek and existing native plants and trees.
The location of the Mt Carmel Road Village Centre and Windsor Road Village Centre shops has been adjusted to ensure they remain central to the community and accessible.

Amendments to Box Hill and Box Hill Industrial Development Control Plan – March 2018
Following the relocation of Mt Carmel Road and changes to employment land in Box Hill and Box Hill Industrial precincts along Terry and Annangrove Road, the Box Hill and Box Hill Industrial Development Control Plan (DCP) has been updated to reflect these changes.
The updated DCP shows the relocated alignment of Mt Carmel Road and changes to employment land uses. The amended DCP came into effect in March 2018.
