Helping councils increase housing supply

The Australian Government's $1.5 billion Housing Support Program (HSP) aims to fund projects that will create enabling infrastructure, provide amenities for new housing development, and enhance building planning capability. The HSP also aims to help achieve the targets of the National Housing Accord.

For the HSP in NSW, the Department of Planning, Housing and Infrastructure is the responsible agency that will administer the program.

Stream 1

  • Stream 1 of HSP aims to give state, territory and local governments funding for projects that will improve planning capability.
  • In July 2024, the Australian Government announced successful projects for stream 1. 
  • Twenty five NSW councils were announced as grant recipients with a total of $27.3 million across 31 planning projects.

Community enabling infrastructure

  • The Community Enabling Infrastructure Stream (HSP-CEI), previously referred to as HSP Stream 2, provides funding for projects that supports the delivery of increased housing supply through the construction of enabling infrastructure and community amenities.  
  • The Australian Government announced successful projects for the Community Enabling Infrastructure Stream of the Housing Support Program in January 2025 including delivering 25,000 more homes across New South Wales.  
  • Eight NSW councils were announced as grant recipients. A total of $182.5 million for 8 councils will enable delivery of 9 infrastructure projects. 

The National Housing Accord

The National Housing Accord is a collaborative effort between the Australian Government, states and territories, local governments, institutional investors, and the construction sector. It aims to address housing supply challenges and improve affordability by building 1.2 million new, well-located homes over five years starting from mid-2024. 

NSW is committed to delivering 377,000 new homes from July 2024 to July 2029 under the National Housing Accord. The planning system is an important lever in addressing the housing crisis and meeting Housing Accord targets.

NSW funding agreements and payments to councils 

Successful NSW councils entered into a funding agreement with DPHI for the distribution of Commonwealth funds to councils under the HSP stream 1. Funds will be distributed in 2 instalments: 70% upon receipt from the Commonwealth and 30% upon project completion. 

Variations

Any council requiring a variation should email [email protected].

The Commonwealth may consult with the Department on a proposed variation and the outcome of council’s variation request (declined or approved) will be advised by the Commonwealth.

Any variations approved by the Commonwealth will be reflected in an update to the NSW Federal Funding Agreement Schedule. The varied Schedule will be published at Housing Support Program - Stream 1 and Community Enabling Infrastructure.

NSW councils should note that any variation to the NSW Schedule by default/automatically updates the terms of the relevant executed DPHI Funding agreement.
