The published Record of Briefings detail the Housing Delivery Authority’s recommendations and advice to the Minister for Planning and Public Spaces on whether housing should be declared as a State Significant Development (SSD). This is based on an evaluation against the eligibility and expression of interest criteria.

Record of Briefings
To date, the Minister for Planning and Public Spaces has declared 29 housing proposals State Significant Developments (SSDs) following recommendations from the Housing Delivery Authority. These new housing proposals, if approved, could deliver more than 15,000 much-needed new homes.

HDA Induction Briefing
The HDA Induction Briefing was held on 19 December 2024. The Department published 4 documents following the briefing:

The Terms of Reference outline the objectives, powers, authorities and responsibilities of the Housing Delivery Authority. The Department has published 2 versions of this document.
- The original Terms of Reference from the HDA induction briefing have been superseded. The current version, updated for the 7 February 2025 HDA Briefing, is titled Terms of Reference – January 2025 (PDF, 97 KB).
- Operating Procedures of the Housing Delivery Authority.
- Code of Conduct applies to all members of the Housing Delivery Authority and outlines the standards of conduct expected of HDA members.
