TOD rezoning proposal

Housing is a key priority for the NSW Government. Currently, there is a shortage of diverse and affordable homes in well-located areas, close to where people live and work, and close to transport and other amenities.

Bankstown has been identified as an accelerated precinct under the Transport Oriented Development (TOD) Program.

Building on the vision of the Bankstown City Centre Master Plan, adopted by the City of Canterbury Bankstown in 2021, the Department of Planning, Housing and Infrastructure has undertaken a review of planning controls in Bankstown City Centre to determine areas of the precinct that are suitable to support more homes.

The Bankstown TOD rezoning proposal was available for public feedback between 16 July and 30 August 2024 on the NSW Planning Portal. Your feedback is now being reviewed and will inform the finalisation of this proposal.

The rezoning proposal aims to enable more new homes to be delivered within walking distance of key public transport interchanges, promoting active transport opportunities such as walking and cycling and reducing reliance on other modes of personal transport.

Key features

Key features of the rezoning proposal include:

  • capacity for up to 12,500 new homes within the precinct close to the new Bankstown Metro station
  • mandatory affordable housing contribution of 3–10% for all new residential development in the Precinct, delivering between 375–1,250 affordable homes in perpetuity and managed by a registered Community Housing Provider
  • potential to support 15,000 new jobs in the area
  • potential for new open space, pathways and cycleways.

The rezoning proposal will ensure well-planned development builds on Bankstown’s existing qualities to create a safe, vibrant and accessible place to live and work.

Information sessions

During exhibition, the department hosted 6 community in-person sessions and a webinar where community members spoke to representatives from the department about the proposal and had the opportunity to ask questions to help inform submissions.

What happens next

We’re working closely with City of Canterbury Bankstown to deliver the rezoning of the Bankstown TOD rezoning proposal. Other key state government agencies, such as Transport for NSW, and technical environmental experts, have also contributed to ensuring the effective planning on this proposal.

Your submissions will now be reviewed and analysed and taken into consideration in finalising the plan, expected in quarter 4, 2024.

Proposed policy changes to streamline development assessment

We proposed policy changes to streamline development assessment and speed up housing delivery in the 8 TOD accelerated precincts.

The proposed reforms aim to ensure a consistent approach to both rezoning and assessment across the precincts.

An explanation of intended effect (EIE) outlining the proposed changes was on exhibition for public feedback between 9 July and 23 August 2024.

What has happened

City of Canterbury-Bankstown Council has undertaken significant work preparing the Bankstown City Centre Master Plan, adopted by Council in 2021. By partnering with Council on the implementation of this master plan, we can deliver Council’s vision for a revitalised and vibrant city centre that provides new opportunities for people to live and work.

The master plan was prepared to sustainably support an expected increase in the number of people living, working, studying, visiting and investing in the city centre, providing improved liveability and services within the CBD to support its projected growth.
