The Wilton Growth Area is at the junction of the Hume Motorway and Picton Road in the Wollondilly Shire Local Government Area. Wilton will become a new town providing homes and jobs in the south-west Sydney basin, with access to national parks and the beaches of Illawarra.
There are 7 precincts within the Wilton Growth Area. Each precinct will create a thriving local community and provide new homes, jobs, public transport and community facilities.
Wilton Greenfield Housing Code
The Wilton Greenfield Housing Code is a fast-track complying development pathway for Wilton. It speeds up the delivery of new homes in low-density residential areas in the Urban Development Zone within the Wilton Growth Area.

Wilton Growth Area Development Control Plan
The Wilton Growth Area Development Control Plan (DCP) ensures any new development aligns with the Wilton 2040 vision of creating a liveable, new place in the natural environment. The DCP gives more detailed planning and design guidelines and controls for residential development in the South East Wilton and North Wilton precincts. We exhibited the DCP between 7 August and 18 September 2019. A summary of submissions and our responses is available in the What We Heard report on the Planning Portal. Housekeeping amendments and Part 9 (Employment) were adopted into the DCP on 21 November 2023.
Wilton Town Centre Precinct rezoning
Wilton Town Centre Precinct rezoning took effect on 30 June 2023.
We are planning for thriving, attractive and well-connected communities to add to the pipeline of new homes needed for a growing Greater Sydney.
We want to create thriving, attractive and well-connected communities, where people can live and work with good access to public transport, community facilities, open spaces, shops and cafes.
Wilton in 2040 will be a landmark area in the Western Parkland City where the local community and businesses are flourishing.
The Wilton Greenfield Housing Code is a fast-track complying development pathway to speed up the delivery of new homes.
A special infrastructure contribution has been proposed to help fund new or upgraded infrastructure planned for the Wilton Growth Area.
Wilton Town Centre will be a residential, retail and commercial entertainment core within the Wilton Growth Area.
