Placemaking NSW
Placemaking NSW is the lead agency for the Bays West Transit Orientated Development precinct.
Vision
Bays West will represent a new kind of Sydney urbanism that respects and celebrates Country. It will build on its natural, cultural and industrial stories to shape an innovative and sustainable new place for living, recreation and working. New activities, land uses and connections will enrich Bays West’s character over time through built form and public spaces.
Bays West TOD rezoning proposal
Housing is a key priority for the NSW Government. Currently, there is a shortage of diverse and affordable well-located homes in New South Wales.
Bays West has been identified as a Transport Oriented Development (TOD) accelerated precinct because it will have the capacity to support more new homes close to a transport hub when the new Bays Metro station opens in 2032.
The Bays West TOD rezoning proposal will build on the vision of the Bays West Place Strategy and Bays West Stage 1 rezoning, so we can deliver more homes sooner in a vibrant new precinct.
The Bays West TOD will include staged master plans for the sub-precincts and track on a different timeline to the other TOD accelerated precincts due to the need to resolve working harbour and ports uses.
Further community consultation for the Bays West TOD rezoning proposal will occur when it goes on exhibition in mid-2025.
What happens next
The NSW Government is committed to progressing urban renewal at Bays West to deliver more well-located homes in a connected and vibrant precinct that is an innovative and sustainable new place for living, working and recreation. Master planning and rezoning for the next stages of Bays West will be progressed and exhibited as renewal of the wider precinct continues.
Community consultation for the Bays West TOD rezoning proposal will occur as the masterplan is exhibited in mid-2025.
What has happened
The Department of Planning, Housing and Infrastructure finalised the Bays West Place Strategy in November 2021 to guide the transformation of Bays West into the future.
The place strategy creates a long-term vision for a connected, vibrant Bays West precinct that is an innovative and sustainable new place for living, working and recreation. It includes the Bays West Connecting with Country Framework, which acknowledges the history, culture and continuing connection of Aboriginal and Torres Strait Islander peoples to Bays West.
Bays West Stage 1 Master Plan and the Rezoning Package were approved in December 2022.
The rezoning proposal outlines planning controls to guide the development of a new centre for Bays West around the future Bays Metro station and White Bay Power Station.
The documents for the Stage 1 rezoning are available on the NSW Planning Portal.
