Glossary of terms

Business parks

Precincts that are generally zoned B7 Business Park but may also include components of similar employment zones reflecting their broader functions. These business parks support a mix of manufacturing, logistics, warehousing, research and development and office functions that enable companies to consolidate function.

Business parks in Greater Sydney are further defined as follows:

  • Major business parks: Defined as those business parks which have a zoned area greater than 50 ha.
  • Other business parks: Defined as those business parks which have a zoned area between 10 and 50 ha.

Commercial Building Approval Activity

Derived from ABS non-residential building activity data, this monitors the value in dollars of estimated building works from Development Applications (DAs) for buildings primarily occupied with or engaged in commercial trade or work intended for commercial trade. Data includes new buildings and refurbishments and only refers to development approvals with an estimated value of over $50,000.

Developed Employment Lands

Currently zoned Employment Lands where development (construction or works) has commenced, or where there is a permanent structure in place at the time of data collection. The permanent structure may be used for purposes unrelated to employment lands, except for rural industry or rural residential living.

Development Application

A development application is a request for consent to carry out a proposed development. Development includes subdivision of land, change of land use, construction of a building, carrying out work and demolition of a building or work. See the Environmental Planning and Assessment Act 1979 for further information.

Employment Land

Land that is zoned for industrial or similar purposes in planning instruments. These uses include manufacturing; transport and warehousing; service and repair trades and industries; integrated enterprises with a mix of administration, production, warehousing, research and development; and urban services and utilities.

Employment Land Precincts

Areas of zoned industrial land (or similar) land which forms the basis of data collection for the ELDM. Precincts range from less than 1.0 ha to over 500 ha. Precincts allow us to historically compare significant clusters of industrial land (or similar) across the Greater Sydney and Central Coast Regions. Precincts are not used in the Hunter or Illawarra Regions.

Face rent

The quoted base rental rate before taking into account any rent-free periods, rebates or other incentives.

Gateway

The Gateway is part of the process to amend or make a Local Environmental Plan (LEP) under the Environmental Planning and Assessment Act 1979, including rezoning of land. The Gateway is where the Minister (or delegate) decides whether the planning proposal can proceed.

Greater Newcastle Metropolitan Area

Refers to Metropolitan Newcastle as defined in the Hunter Regional Plan 2036. It comprises of Cessnock, Lake Macquarie, Port Stephens, Maitland and Newcastle Local Government Areas.

Greater Sydney Region

Refers to Metropolitan Sydney comprising five districts as defined in A Plan for Growing Sydney. It is further categorised by the East districts (North, South and Eastern City) and the West districts (Central City and Western City).

Industrial Building Activity

Derived from ABS non-residential building activity data, this monitors the value in dollars of estimated building works from Development Applications (DAs) for industrial buildings, including ‘factories’, ‘warehouses’ and ‘other industry’ (such as industrial laboratories, oil depots, agricultural and aquacultural buildings). Data includes both refurbishments and new building and only includes DAs with an estimated value of over $50,000.

Planning Proposal

A document that explains the intended effect of a proposed local environmental plan (LEP) and sets out the justification for making that plan. A planning proposal is submitted when a change is proposed to an existing LEP.

Potential Future Employment Lands

Land which has been identified in endorsed NSW Government or council documents (e.g.A Metropolis of Three Cities - the Greater Sydney Region Plan, and Greater Sydney Commission District Plans) as future or potential Employment Lands. These areas are subject to further investigations at the precinct planning stage to assess suitability for development. This will consider constraints such as riparian corridors, topography, vegetation, transport corridors, local roads and lot fragmentation.

Regional New South Wales

Refers to the Six Regions of NSW Identified by DPE that aren't already covered by Existing ELDM Audits. These Regions are: Central West and Orana, Far West, New England North West, North Coast, Riverina-Murray and South East and Tablelands.

Retail Building Approval Activity

Derived from ABS non-residential building activity data, this monitors the value in dollars of estimated building works from Development Applications (DAs) for buildings primarily used in the sale of goods to intermediate and end users. Data includes new buildings and refurbishments and only refers to development approvals with an estimated value of over $50,000.

Rezoning

When the zoning of land is changed in a planning instrument. For land to be rezoned, a planning proposal is required to be submitted and go through the Gateway process and be made with Minister’s (or a delegate’s) approval.

Take-up

Quantity in hectares of zoned Employment Lands which has changed from ‘undeveloped’ (vacant) to ‘developed’ (occupied) over a 12-month period (e.g. between January 2021 and January 2022) based on Servicing data and confirmed by aerial photography and related information.

Undeveloped Employment Lands

Currently zoned Employment Lands which were not occupied by a permanent structure at the time of data collection. It may therefore be vacant or occupied by another temporary land use.

Undeveloped and Serviced

Currently zoned Undeveloped Employment Lands where a sewerage or potable water service may be available for connection, based on Sydney Water, Hunter Water, Shoalhaven Water and Central Coast Council data.

Undeveloped and Not Serviced

Currently zoned Undeveloped Employment Lands where a sewerage or potable water service is not yet available for connection, based on Sydney Water, Hunter Water, Shoalhaven Water and Central Coast Council data.
