Three new master planned communities in Sydney's northwest, on the doorstep of new, world class public transport, with new and improved open space, new schools, local jobs, new town squares and pedestrian and cycling connections.

The Sydney Metro Northwest Urban Corridor consists of 8 station precincts along the new Sydney Metro Northwest, part of the NSW Government's Sydney Metro project.

The Kellyville and Bella Vista and Showground Station precincts were rezoned in November 2017. Read the final reports in the resources section.

Kellyville and Bella Vista have now been identified as accelerated precincts under the Transport Oriented Development (TOD) Program. A rezoning proposal for these precincts is now available for public feedback until 5 pm Friday 9 August 2024.

Background

The North West Rail Link Corridor Strategy (PDF, 4 MB) includes structure plans for each station precinct including Bella Vista, Castle Hill, Cherrybrook Station Precinct, Tallawong Station, Kellyville, Norwest, Rouse Hill and Showground Station.

The strategy was finalised in 2013 to guide and coordinate future planning for the corridor.

The Bella Vista, Kellyville and Showground Station precincts were nominated as precincts in August 2014. This nomination accelerated detailed planning, supporting technical studies, community and stakeholder consultation on these areas.

The draft rezoning plans for Bella Vista, Kellyville and Showground Station, were exhibited for 12 weeks from 7 December 2015 to 28 February 2016. The department received over 700 submissions on the draft rezoning plans.

Tallawong Station (Area 20 Precinct), has been rezoned as part of the North West Growth Area.

Infrastructure schedule

As part of the planning for Kellyville and Bella Vista, a number of infrastructure projects were identified to support each precinct's growth. Various options are available for the funding of these infrastructure items including local development contributions, voluntary planning agreements, work in kind, grants and State Infrastructure Contributions. The mechanism will vary depending on the needs and timing of infrastructure delivery.

Online survey report

In early 2016 the department conducted an online survey to seek feedback from the community on projects that could be funded by the $15 million of Precinct Support Scheme funding available for the Bella Vista, Kellyville and Showground Station precincts. Around 120 responses were received.
